Who qualifies, beyond income.
- Oklahoma residents who are U.S. citizens or qualified immigrants.
- Adults 19 to 64 not eligible for Medicare.

Work requirements starting in 2027.
A 2025 federal law requires most expansion adults to work, volunteer, go to school or meet another community engagement test, starting no later than January 1, 2027. Several groups are exempt, including American Indians, urban Indians, and people eligible for Indian Health Service care, as well as parents of young children and people who are medically frail. Watch for notices from the Oklahoma Health Care Authority.
